I'e voted saturday but will make the effort whenever. Just FYI Assaults only take place on certain days.
*The times zones depends on the Harbor. With exception of Tokyo harbor, which follow the PDT time zone, each harbor follows it's "real" timezone.
Hamburg: Time zone: UTC/GMT +2 hours
London: Time zone: UTC/GMT +1 hour
New York: Time zone: UTC/GMT -4 hours
Tokyo: Time zone: UTC/GMT -7 hours = PDT
Sunday : War declaration allowed.
Monday : Harbor Assault progress.
Tuesday : War declaration allowed.
Wednesday : Harbor Assault progress.
Thursday : Cessation (War declaration not allowed)
Friday : War declaration allowed.
Saturday : Harbor Assault progress.

As far as I know the data in the following table is correct (it's what I was told in the NF forum and nobody has come forward with corrections).
Your time zone data is not correct - I assume that it was based on summer time but as daylight saving time has ended Europe and US have gone back an hour.
There is some doubt about the Tokyo position though in that I have seen references to both PDT and PST. I assume that is just a lack of precision on the part of those quoting the times.

I was really posting to show that Monday, Wednesday and Saturday are the only assault days. This is actual the official post i've copied.
*edit I've been told that this is also not now correct and that each harbour might be different.

OK Guys plz tell all people of TT
that we are going to attack Tokio on Saturday!!
DONT FORGET the 24h time to setup all ur ships for the WAR (Friday)!
PLZ look at ur TIMEZone when u have to wake up or when u have to prepare ur ships.
If u need something feel free to ask all our member to help out BUT
after the battle u have to give it BACK (so plz make SS of any tradings or something. i dont want to hear "he dont give me my 100k creds/sailor/ship back")
TELL it to all TT-Fleetmember!!
Dont tell it to other fleets!!
Recruitments for HA allowed but need to be secret at this moment!

Cool...spread the word. I have kept up on the information that has been given in our forums about HA. Question though... who makes the decision on what ship we bring?
I'm thinking that we should have the important details, in an easy to find location, since a lot of the information is spread out in different threads. Hopefully more people are reading the forums in the last few days, and this would be helpful for them. Thanks, and sorry if anyone is working on this already.

So to be clear about things....
On Friday 17th we declare war for an HA battle against Tokyo harbour on Saturday 18th
Timings:
Preparation Battle
GMT 2000 - 2200 2200 - 0000
CET 2100 - 2300 2300 - 0100
EST 1500 - 1700 1700 - 1900
PST 1100 - 1300 1300 - 1500
China 0400 - 0600 0600 - 0800
Aus (NSW) 0700 - 0900 0900 - 1100
Keep the plan secret from others outside the fleet until after the declaration.
After we have declared I assume we will then seek allies.... people to join the fleet for the battle... Questions:
- who will we approach to join us for the battle (Jedi ? HMAS ? RN ?)
- how will we coordinate alliances before and the coordinate during the battle (eg TS ? msn ? meeting room ?)
