i dont think this is a scale.
MOD Numbers, above the list would most likely mean Modification number.
i believe the numbers are the modifications carried out to the fuel tank.
the brass plate would be to keep a record of the upgrades.

What kind of other modifications are possible ?

the MODs could be for a lot of things.
new designs for fuel pickup, filler, seals, fuel guage sender unit, tank mountings.
these are just examples of things that could be modified and im sure there are many things ive missed.

the cover seems to be an inspection hatch for access to some piece of equipment. this must have been something that needed regular inspection /maintenance.
i think the brass plate is a record of mods that were carried out to whatever was below your cover.
the letters MOD in English would only mean Modification, Ministry Of Defence or maybe Model. model would not make much sense as there are so many numbers.
i dont think the ministry of defence existed at that time
if you can find out what was below the cover that might answer the question.

Roy is spot on with his explanation,this still happens to day in the car industry as an example.If a part is fitted to a car that they feel may give problems in the future they will modify the part to prolong its life and update the mod when the car is in for a routeen service, and marked in some way to say it's been modifyed.As in your case on the wellington the best way would be to fit a plate and stamp the plate as the mod's were carried out to state that it was up to latest specification.
