The locket had been recovered in the belief that it was one of Lord Voldemort's Horcruxes. Later, Harry, Hermione, and Ron start to investigate who might have the initials R.A.B. Hermione researches the initials in the school library but only finds two wizards with these initials - Rosalind Antigone Bungs and Rupert "Axebanger" Brookstanton. According to Hermione's findings, neither Bungs nor Brookstanton are very likely candidates to be the writer of the note, their matching initials probably being a coincidence.
The Search for R.A.B.
J. K. Rowling has stated in interviews that the sixth book of the Harry Potter series is to a large degree the first part of a two part story. She has also stated that no new major characters will be introduced in the final book. Readers have drawn the conclusion that the mysterious R.A.B. must represent a person or persons already known in the existing books and that it is possible to determine the identity of R.A.B. by careful study. A wide fan-following of the Harry Potter series began speculating almost instantaneously about the identity of R.A.B., since this would likely and markedly affect the plot of the seventh book.
Melissa Anelli from The Leaky Cauldron and Emerson Spartz from Mugglenet were invited by J. K. Rowling to interview her immediately after The Half-Blood Prince was published. [1] Emerson asked Rowling, "What's one question you wished to be asked and what would be the answer to the question?"
She replied, "Um--such a good question. What do I wish I could be asked? Today, just today, July the 16th, I was really hoping someone would ask me about R.A.B., and you did it. Just today, because I think that is--well, I hoped that people would."
Melissa asked, "Is there more we should ask about him?" Rowling replied, "There are things you will deduce on further reading, I think--well you two definitely will, for sure--that, yeah, I was really hoping that R.A.B. would come out." As is Rowling's normal policy in such interviews, this did not confirm or deny that R.A.B. had been identified.

Identification through Translation
There are no characters mentioned in the books who have exactly R.A.B. as initials, apart from those identified by Hermione. There are some who have incomplete names, or whose initials might be correct if they customarily use their second name, or have a changed surname (perhaps by marriage). However, there is further evidence for the identity of R.A.B. from foreign language editions of the book. These contain various alternative names for the principal characters. In particular, the Dutch edition translates the initials to R.A.Z., and the Norwegian edition to R.A.S. The French edition retains the initials R.A.B.. Further information is expected from the forthcoming Finnish edition. The naming differences of characters between language editions, as enumerated in the following sections, eliminate most as candidates (list of characters in translations of Harry Potter.)
Keep in mind that translations into other languages are performed by persons other than J. K. Rowling herself, and while probably accurate, should not be considered absolutely canonical. The author is not fluent in many of the languages that the series is printed in, and therefore must relinquish much literary license to the translators. It is, of course, also possible that Rowling has considered the translations and has found ways to avoid the links and further the mystery (possibly editing the note in the slightest way so that when the initials are found, there is an explanation). It is questionable, though, if she would go that far to keep her readers in the dark.

Regulus Black
The character who has had the greatest support as a candidate to be R.A.B. is Regulus Black, the younger brother of Sirius Black. Further along in the interview quoted above, Melissa suggested to Rowling that R.A.B. could stand for Regulus A. Black. Rowling replied, "Well, I think that would be, um, a fine guess."
Melissa then asked, "Forgive me if I'm remembering incorrectly, but was Regulus the one who was murdered by Voldemort?" Rowling replied, "Well Sirius said he wouldn't have been because he wasn't important enough, remember?" Then Melissa said, "But that doesn’t have to be true, if [R.A.B.] is writing Voldemort a personal note." And Rowling replied, "That doesn't necessarily show that Voldemort killed him, personally, but Sirius himself suspected that Regulus got in a little too deep. Like Draco. He was attracted to it, but the reality of what it meant was way too much to handle." Many believe this to be an indirect confirmation that R.A.B. is Regulus Black.
Rowling had already been asked about Regulus prior to the publication of The Half-Blood Prince, during World Book Day online chat, March 4, 2004. Rowling answering the question: "Will we be hearing anything from Sirius Black's brother, Regulus, in future books?" said: "Well, he's dead, so he's pretty quiet these days." Regulus is mentioned three times in The Half-Blood Prince, by Albus Dumbledore, by Horace Slughorn, and then by Remus Lupin, early in the book. In comparison, his brother Sirius was mentioned by Hagrid in the opening chapter of the first book, with no further mention until The Prisoner of Azkaban, where he became the antagonist.
Regulus was a Death Eater who tried to disassociate himself from Voldemort. He was killed on Voldemort's orders (Sirius notes that Regulus was too unimportant to warrant Voldemort doing this himself.) The note left by R.A.B. addresses Voldemort as The Dark Lord, and Death Eaters are one of the only groups who customarily refer to him thus. Regulus' middle initial is unknown (it does not appear on the family tree tapestry at number 12 Grimmauld Place, the Black family home and headquarters of The Order of the Phoenix). However, he might have been given his middle name after his rich uncle Alphard, who left money to Sirius. The Harry Potter Lexicon claimed temporarily that an anonymous source had confirmed that Black was R.A.B. as well as that his middle name was Arcturus. However, they later removed this statement without explanation.
The object which had replaced the real Horcrux was a locket. Dumbledore believed the real Horcrux to also be a locket, once the property of Salazar Slytherin. Chapter Six of The Order of the Phoenix mentions a heavy, unopenable locket in a glass case at number 12 Grimmauld Place. The locket was amongst property discarded by Sirius Black as he undertook a total cleaning of the house. There was no mention of it having a Slytherin seal, which the real Slytherin locket is known to have. It may have been taken either by the house elf Kreacher, who was trying to save Black family artifacts from the house cleaning, or by Mundungus Fletcher, who was keen to exploit the financial potential of any unwanted goods. Mundungus is later spotted with a suitcase full of possessions from the house, and in the company of the barman from the Hog's Head. J. K. Rowling confirmed the barman is Dumbledore's brother Aberforth. Aberforth was described as drawing his cloak about his throat as he walked away from the scene. It is possible that he now has the locket. Mundungus was later taken to Azkaban prison, a location often mentioned but never visited in the books, and it has been speculated the locket might give Harry a reason to visit Azkaban.
Magical protections were used to guard the Horcrux such that one unaided wizard would have great difficulty obtaining it, but that two could not reach it. Dumbledore solved this problem by getting Harry to help as he was underage, and not sufficiently powerful to count as a wizard. Regulus had the authority to command Kreacher to assist him and never speak of the matter.
On November 19, 2005 the Dutch and Norwegian translations of the book were published. In the Dutch translation, the name Black is translated as Zwarts and, as is mentioned above, the abbreviation there is R.A.Z. rather than R.A.B.; likewise, in the Norwegian text, Black is translated as Svaart and in it the note is signed R.A.S. The fact that the translations of R.A.B. and Regulus Black are consistent across language editions gives a lot of support to Regulus that other characters do not have.
Other Black Family
Evidence relating to the locket and house-elf at the Black family house also apply to other members of the Black family, some of whom have unknown names (Regulus' mother, his cousin Andromeda, and uncle Alphard for example). Family members may have had the opportunity to obtain information to help them from Regulus, and their motive might have been Regulus' own death. Members of the Black family are amongst the few names remaining as possible candidates after taking the foreign editions into consideration.
Borgin, of Borgin and Burkes
Mr. Borgin and Caractacus Burke own a pawn shop in Knockturn Alley called Borgin and Burkes specializing in dark magical objects, which could be why he would know about Horcruxes. As former employer of Tom Riddle (before he became Lord Voldemort), Borgin knows about the Slytherin locket and may know Voldemort better than any other wizard alive. Considering the average customer of the shop, it's no more than logical for Borgin to describe He-Who-Must-Not-Be-Named as The Dark Lord. His initials are still unknown.
Evidence against the theory of Borgin being R.A.B. has been provided by the Norwegian translation of The Half-Blood Prince in which the initials have been changed to R.A.S. The translation for Borgin in that edition is Borgia, therefore the last initial no longer fits.
Amy Benson
Amy Benson is another character whose name might fit the known initials. Very little is known about her, but as a child, Tom Riddle forced her and Dennis Bishop (another fellow orphan from Tom's childhood London orphanage) into the cave where the Horcrux would later be located and (possibly) tortured them for pleasure. In Chapter 13 of The Half-Blood Prince, we learn that "...Amy Benson and Dennis Bishop were never quite right afterwards...", so it is possible that she later referred to Voldemort with the respecting title of The Dark Lord, as was written in the locket's note, instead of by his actual name. Amy is believed to be a muggle, which would put her at a disadvantage in matters of magic .
Evidence against this theory has been provided by the Norwegian translation in which the initials have been translated to R.A.S. and Amy Benson is translated to Anna Baffel. Therefore, her initials no longer fit.
Amelia Bones
Amelia Bones fits two of the initials and everyone expected her to play a large role in the new book; instead, she is mentioned as having been murdered. The third initial, however, does not fit, as her full name given in The Order of the Phoenix is Amelia Susan Bones.
It has been theorized, however, that an older relative of Susan Bones (who attends Hogwarts with Harry) may have been R.A.B based on a naming trend in the family. It seems that Susan Bones has been given the middle name of her Aunt, Amelia Susan Bones. So it may be that her older relatives have names which fit. Again note the Norwegian translation in which R.A.B. is R.A.S., while Bones is translated to Beining.
Multiple Persons
There are several theories where R.A.B. stands for Someone And Someone. In The Half-Blood Prince, Dumbledore specifically notes that it would take more than one person to remove the locket. One must consider in these cases, that it is generally considered incorrect usage of capitalization to uppercase articles (a, an, the), not at the beginning of sentences, or coordinating conjunctions (and, but, or, nor, so). Therefore it is unlikely that the A in R.A.B. would stand for And. More support against the multiple persons theory comes from the French edition, where, as mentioned above, R.A.B. remains unchanged, although the French word for And is Et. In addition, the note's writer refers to him/herself in the singular.
Some advocates of the multiple persons theory interpret the initials as Rodolphus And Bellatrix Lestrange. Others have even suggested Rowling And Bloomsbury. Still others indicate that R.A.B. could be Rookwood, Avery, Bode.
More Possibilities
Rabastan Lestrange (R.A.B.astan) has been put forth as a possibility, however, there is evidence against any of the Lestranges being R.A.B. -- they are all still alive and, apparently, completely loyal to Voldemort. Another minor character with appropriate initials is Ali Bashir, a wizard mentioned as introducing flying carpets into Britain (again, contradicted by the Norwegian translation where Ali Bashir is untranslated); one of Lavender Brown's parents; a possible relative of Ludo Bagman (or Ludo himself).
