    Sport fishermen who violate regulations in Biscayne National Park will find themselves back in school, starting in August.

    A sharp reduction in marine fauna and a major increase in violations by sport fisherman prompted officials to include the classes as part of a broader plan to prevent the extinction of the park's fish population, said Richard Curry, the park's coordinator for scientific research.

    "To do that, we want to educate fishermen in terms of how their activities affect the environment," he said.

    The most common violations are catching protected species, catching more fish than allowed per species and catching small fish that have not reached reproductive age. In 2006, fines for sport fishing violations in the park increased 150 percent, said Didier Carod, a police supervisor at the National Park Service.

    Most violators are unaware they are breaking the law, in part because regulations can vary between the different jurisdictions that govern Florida's waters, Curry said.

    First-time violators will qualify for classes at the park instead of fines.

    The 200-square-mile Biscayne National Park extends from Key Largo north to Key Biscayne off Miami.

    Researchers have said marine life in the Florida Keys ecosystem, including more than 400 species of fish, has been dramatically reduced because of excessive fishing and development along the coastline. At risk is the more than $11 billion that sport fishing generates for the state.

    "It is a crisis, because the park is experiencing a degradation of its habitat and the effects of excessive fishing," said Jerald Ault, a University of Miami marine biologist.

    Only reducing the rate of fish mortality or increasing the size of fish that may be caught will improve the numbers of marine life in the park, Ault said.
