Result:
1. Open the picture where you want to have the scanlines:
2. Create a new picture, 4x4px, zoom in and select the pencil and back. Draw the picture like shown here:
3. Press Bearbeiten and Muster festlegen (Dont know what it is in english PS) and ok.
4. Go back to signature and create a new layer, press Bearbeiten and Fläche füllen (Dont know what it is in english PS) and fill it with what you have created before.
5. Reduce the visibly ob the layer and you will get something like that.

Or you can get something like that if you dont like firefox ;)

well
i must say these scanlines are a bit large
i would make it this way:
1.create new file with 2pixels x 2 pixels
2.zoom in to 1600.
3.the upper half u fill in with white
4.the under half u fill in with black
5.press edit, then create new model and call it scanlines
