Observing Tag

Since I am around much lately, I have the opportunity to *try out* various actions and consequences of those actions within RP, one of the issue that comes often up, is the use of the Observing Tag to avoid to have consequences for actions and freedom to act as one wishes, EVEN though said persons are NOT new to Gor at all.
In fact, truely new to Gor use that very carefully.
My question is this...limitate the use of Observer to those that are new to Gor..and make those that are not new to Gor responsible for their actions.
For example, a slave that walks in the city and dont greet, laughs at people, insult at times have seen that as well...or a Free that uses the Observing tag to visit the city and then use it in RP...umm well you got the idea.
Wouldnt it make more sense to restrict the use of Observe Tag ..and this way get some more realistic RP out of it ?
I had a case today, is why I am here..thank you for the input

I have a new whipping pole, when used it leaves marks visible marks on the back of the whipped slave (mostly) which increases once more realism.
This was a costumary work I asked to be made.
I would like to know if there is a place I can set it..so that it can be used by me and any Men that judges is necessary to give a whipping (RP wise of course) to a slave..his slaves or any slaves.
I will soon get as well a leash that will be indipendent of ANY collars..and can be attached to ANY collars..hopefully, which is as well a costumary work for me .if interested to see it let me know.
I believe, this leash, will enable Men that captures preys or random slaves to drag them along without having to go through all the process of collar and see the captured slave run...more realism..I believe.
I am looking for input in this.

It should fit outside ..inside is a bit too high...ideally I would have set it at the level of teh kennels..those outside...discreet and I think not that flashy..

And here my suggestion for insulting ppl with obsever Tag.
Warn them once. If they still annoy the RP'ler, eject them. Perhaps they will learn how to behave then.
Observers are Guests and welcome. But only when they behave as guest.
Otherwise they have to leave jasmine.
Also all, who doesnt wear an observer. Inform them first, that they should do and where they can get it. When they ignore you..eject them.

what about all those that come in and hide behind the observing tag ? when visibly they are goreans ?
I believe this should be clearly defined who can and cannot wear observing tag...I believe the original intend of that Tag to be meant for totally new to Gor..not to avoid consequences and still lurk about?
