Just make a normal new sig about 1024 x 768 (or watever your resolution is) and use brushes and then use the curve tools and clolour balance etc.
But i think that its better if you make it bigger than your resolution because personaly i think it looks better and is more clearer.

yes those "things" are called brushes and the pictures that ur seeing are example of what the brushes look like when u use them.
