    Computerraumwebseitenmist^^
    Background to the summit

    What is the WTO?

The WTO comprises 148 countries that come together to decide the rules of international trade.

These rules are supposed to be set through a democratic process of negotiation and concensus – but in practice rich countries gain the most from them. They use their power and influence to dominate decision making and push through policies that benefit themselves and leave millions of the world's poorest people trapped in poverty.

Some people call for the abolition of the WTO altogether, saying the trade rules that it presides over help drive poor people further into poverty.

We believe that the only thing worse than bad trade rules are no trade rules. The alternatives to the WTO are not appealing: one-on-one agreements that would give rich countries even more control. The answer is not to abolish the WTO but to reform it so that it can benefit the poor.

The Hong Kong ministerial marks a critical moment for a series of talks – or a 'round' – that began four years ago and which is aimed at bringing developing countries into the world trading system in order to tackle world poverty.

Yet despite making these commitments back in 2001 rich countries have since done all they can to block changes in the rules that could benefit the poor.

Take dumping as an example. In 2004 the WTO recognised the need for a reduction in agricultural export subsidies, a practice which makes rich countries' products artificially competitive and which - when they are dumped on the world market - drive farmers from poor countries out of business. However, there is still no agreement on a timetable for this change and worse still - both parties have spent much of the intervening period redefining their subsidies so that they escape any ban on dumping.

The Hong Kong meeting is a unique opportunity to make rule changes that have a real impact on the millions of people whose poverty is caused or made worse by unfair trade.
