I have been sent to you as a representative of our guild, and of this particular initiative, to invite you to a peace conference scheduled for February 19th, 2006. The time of the meeting will be 20:00 CET, and will be held at the Castle of the White Dragon, graciously offered as a meeting place by our co-hosts, Followers of the White Dragon, and their leader and my friend Dagor Dragontooth.
With troubled times ahead, and deeply entrenched hatred between various parties in Antica, it is time for us to all come together in the name of peace and sanity, and forge a venue to work out our differences off of the battlefield. Let us cast away the old labels and feeling that bound us to costly and inefficient wars, and be the first world to unite in a global peace effort, benefiting all Anticans.
The topic on the agenda will be the creation of a UN-styled Tibia council. The proposed consitution has been provided for your review below.
Please be sure to send a two-person (no more please, space will be limited) diplomatic team to the conference, and have all your concerns and questions ready for the fellow attendees.
Remember, the purpose of this conference is to open doors and minds, so please be ready to partake in frank and honest discussion, free of any reservations or fears.
Attendants were chosen based on several key criteria, including level, XP earned, size, general strength, time in existence, and historic significance.

Antican Peace Protectorate Constitution (Proposed)
This organization, founded December 2005, exists for the sole purpose of the preservation of peace on the oldest and most storied Tibian server in existence; the great land of Antica.
The Antican Peace Protectorate (herein know as the APP, or Protectorate) has no political agenda beyond the preservation of peace. We do not seek to assert ourselves as a military force. We do not seek to gain wealth through continental dominance. We do stand firmly for the rights and freedoms of all Tibians, to play without the fear of mass-scale violence for issues beyond their control.
Structure
The APP doctrine consists of two primary elements: the Peace Charter, as ratified democratically by member-guilds, and the APP constitution.
This doctrine governs the behaviour of the three principle branches of APP government.
The first, the executive, is responsible for speaking on behalf of the APP. It's leader, known as the President of the APP, is elected by the member-council (explained later to be the legislative branch) and is responsible only for public representation and speaking the collective will of the APP. In no way does the President of the APP carry any political sway. He is merely a spokesman for the council.
The second and most active branch of the APP is the legislative branch, also known as the council. The council's responsibilties include reviewing and deciding upon complaints, sending orders to the President for execution, and electing new member-guilds to the council. The council is compromised of two seats per member-guild, thus making the size and shape of the council dynamic, and ever-growing. Each representative to the council is appointed by his or her guild, and must be legally entitled to represent his or her guild in diplomatic matters.
The third and final branch of the APP government is the military. This consists of all available active members of member-guilds deemed able to offer strength in times of need.
Procedure
The procedure for submitting complaints to the APP for review is a simple 3-part process. A diplomatic representative of any guild can submit any incident, along with any available proof, to the APP council for review. All complaints will be immediately denied by the executive branch if they clearly do not qualify as an act of war under the charter.
If all other outlets for resolution have been exhausted (including indepedant peaceful resolution of the conflict) then the complaint is reviewed, and a vote is scheduled to determine whether or not the incident can be classified as an act of war by the aggressor. If the vote passes and the incident is officially labeled an act of war, the aggressor is immediately contacted, and a two-part resolution is motioned for passing with the council. In order for a complaint to qualify as an act of war, it must pass with 2/3 of the standing vote. If a vote fails, it cannot be resubmitted without further evidence. The council will not review the exact same complaint more than once.
The first part of the resolution is one of economic sanction. The aggressor is charged an amount, determined by the council, to pay the victim or victim's guild as compensation. The aggressor is given a set date on which to pay the fine.
The second and final portion of each resolution is one of military consequence. Each member-guild carries significant power, and with great power comes great responsibility. The APP, as a last resort, will use this power and take up arms against any aggressor who would threaten Antican peace.
Qualifications
Member-guilds admitted beyond initial formation must meet certain requirements before they can be granted representation in the APP. These qualifications will be decided upon by the members before any new applications are accepted for review. Some of the suggested guildlines are:
1 year of existence
2500 total levels earned
Average level 40
At least 20 members
Currently not amidst major military conflict with another guild
New member-guilds can and will be admitted when they have applied and all of the decided-upon circumstances have been met, and when they can garner the support of 2/3 of the existing council.
Peace Charter
The peace charter will be written and ratified by all member-guilds, and will serve as the centerpiece for the foundation of the APP. All complaints must be weighted against the charter, and any judgment passed must be delivered mindful of the charter. The circumstances under which an act can be legally determined as an act of war will be detailed in the charter.
