This part has something like flyweights on it that would move when the rotation speed increases or decreases. Any suggestion what it might be?

Its this part from BMW 801 motor:

"Kupplungssatz für Schaltlader mit Mittelstück und Schiebemuffe. Nur gültig in Baureihe 1"
